Travel documents for Palestinian refugees should be submitted three months ahead of the current document’s expiration date. Check the Jurisdiction guidelines first. If unable to come to the Consulate, an application will be sent to you by mail; fill it out and sign it in front of a Notary Public, attaching the following statement:
“Before me, a notary public, in and for County of ________, personally appeared Mr./Mrs. ________, holder of travel document or Palestinian I.D. (Tazkarat Al-Hawiya) No. ________, issued Date: ________, Place: ________, who signed and affixed his/her right hand thumb on the annexed identification cards. In testimony whereof, I have hereunto subscribed my name at (County) ________, (date) ________ (Seal)”
Requirements
- A completed travel document application (plus a parental consent form for minors).
- Three recent passport pictures (35–45 mm), full face details, white background.
- Original travel document and 2 copies of its first page.
- Palestinian blue ID card with 2 photocopies.
- UNRWA refugee card with 2 photocopies.
- One copy of the applicant’s visa or US identity card (proof of US residency such as US passport, Green Card, or valid US visa).
- A money order (see fees below).
- Two pre-paid trackable self-addressed envelopes from USPS only, large enough to hold documents without folding (9×12″ or larger). In-person applicants can skip this. Regular (non-trackable) mail is not accepted.
- Printed DHL file (only if you pick the express service).

- $180 — three-year travel document
- $300 — five-year travel document

Delivery works the same way as passports: diplomatic pouch (up to three months, no tracking, irreversible once sent) or the optional DHL FastTrack express service (~$91 at fasttracklb.dhl.com, around 4–8 weeks from the day the application is sent to Lebanon).
